my iphone 4s will not accept my password, siri keeps asking

I went to slide or unlock phone and it will not. Some how Siri got turned on and is now in control of the phone. I have never asked Siri to talk to me all the time only when commanded.

My phone is frozen and will not stopping talking to me or unlock.

Reset the iPhone by pressing and holding the sleep/wake button and the home button for 10-15 seconds until the Apple logo appears, ignore the red slider. Then turn back on. You won't lose any data doing the reset. Then go to Settings>General>Accessibility>Voice Over>OFF
