Blue or white icon: Bluetooth is on and a device, such as a headset or car kit, is connected. Gray icon: Bluetooth is on, but no device is connected. See “Bluetooth devices” on page 33. http://manuals.info.apple.com/en_US/iphone_user_guide.pdf
Ok, then you must have a location on for something. Go back to settings - location services - turn off.
Looks like you have bluetooth enabled.

I'm on the home page. I just turned off the blue tooth- now the arrow is gray but still there..
Tried that and it didnt work. The arrow is pointing towards the 3 o clock direction
page 12 in your users manual shows you all the status bar icons. The only blue arrow is the one to indicate a song or some content is currently playing.
