Okay. It seems unlikely to be the class of similar problems caused by various Symantec programs blocking installs.
It's a bit of a mystery in the first place why the 16 bit DOS subsystem is running in this context. (The iTunes installer is 32-bit on XP machines.)
Just in case it's a damaged NTVDM, perhaps try an sfc /scannow:

Thank you for your time and help. Short story long, I went to the link, which did a scan of the registry and wanted me to pay to fix the errors. I did a search of files and folders and found that part of iTunes downloaded. I then went to add remove programs and found iTunes listed. Clicked on iTunes and clicked on “click here for support information”. Went to the bottom of the window and clicked on “repair”. Received a message window that told me my “Windows Installation” program was in error. Found a “Windows Installation 4.5” upgrade at Microsoft, loaded it went back in and repaired the iTunes partial program and life is good.
