App frozen on update

I have an iphone 4. I'm trying to download the Valentine's Day update for The Sims Freeplay but its frozen and will not update. Everytime I click the app to restart the download, a box pops up that says, "The Sims Freeplay could not be downloaded at this time". I have turned my phone off and back on, and tried to close the app all together to restart, but it will not even let me close it because it is frozen on the update. The download bar is showing with no progresss and the whole app is gray. I've tried going back to the app store several times as well and entering my apple password to get it to start up again and it gives me the same error message. Does anyone know what's going on with this?

Also, I have not been able to sync my phone for over a month because my laptop is out of commission for the time being...
