I am trying to make a free apple account to enjoy the best apps.
But I do not know how.

The problem is I already signed up by this e-mail account but I did not complete the registration because I do not have visa card or any credit card.
The link you sent is for new account or new sign up.

I don't believe it's any longer possible to sign up for a new account without providing a credit card even if you don't plan charging anything. But if you open iTunes and select the iTunes store, then you will find a Support link under Quick Links. You might look for more help there.
This being a user forum and not Apple we have no way to provide help for what you need.
