Anyone know of a system settings app that lets you change the tooltip delay time? Something like TinkerTool?
I know you can change it in terminal.

I have yet to see one, so I don't think there is. But really, why bother with downloading another application that you have to launch just to do something you can already do much faster in Terminal?
There's this, but I wouldn't be willing to pay $20 for this feature. And many of the features are easily set with free programs or from Terminal.

It can also be done from Secrets

I've never used anything but the commands from Secrets. Apparently, there's some way to do it through a GUI. But I don't know how to use that feature.
