Probably some sort of software issue on the device. If you have tried restarting and resetting it and neither step helps then I would recommend doing a restore to see if that will fix the issue that you are currently having.

How exactly are you "forcing shut down?"

Try a restore in iTunes:
Plug in the iPhone to a computer with iTunes loaded on it, launch iTunes, locate the phone under DEVICES. Press Restore, and let it restore to factory settings. When it is done, you can:

  • Set Up as New iPhone
  • Restore from Backup

You want to try restoring from a backup first so you won't lose your data, but if the freezes continue you may have to set it up as new and then resync all of your purchased media.
