you can't. iCloud doesn't store apps.
You can redownload apps from icloud.
Downloading past purchases from the App Store, iBookstore, and iTunes Store
but music?

Just to make it clear... That's not downloading from iCloud. That's redownloading from the stores. Copies of apps are not stored in the iCloud account.

Your past purchases are part of icloud. They do not count toward your storage, but it is icloud.

As I understand it, integration with iCloud refers to the app data. For example, I have Soundhound, an app for identifying music, on both my iPhone and my iPad. Although the Soundhound app is not stored in iCloud, all song idents and bookmarks are.
What if the all is no longer on the App Store? Is there a way to get the app redownloaded?
