This is meant for devices which are on network (wifi or GPS/3G). If the device is stolen and wiped, or is out of internet access range (wifi or 3G), then there is no phone in the world to find. Not only iPhone or Touch...
It is a great service for situations when you forget your Touch in the car or at your friends house. As long as it has Wifi and battery charge and the Find feature is turned on, you should find it.
Thieves obviously know all this, so wiping it is the first thing, they'd do.....
If Find My iPod needs a Wifi connection to work, how will it be able to be locked/wiped/tracked if it doesn't have a internet connection. And iPods don't automatically connect to wifi connections. Whats the point of it.

Yes it needs a wi-fi connection, so it isn't terribly useful except if it gets lost in your house or someplace else (work/school) where it is set to connect to wi-fi.
I'm not sure what question you are asking, but yes, if you send a sound or a message, or remotely lock or wipe it, the action will be performed the next time it has an Internet connection. I don't know how else you would expect it to work.
Due to this feature, the creep who stole your iPod Touch will be in possession of a completely useless device.
