You can make an icon from a jpg using Preview.

Open the file in Preview. Press Command-A (Select All in the File menu). Then prss Command-C (Copy).

Do a Get Info on the file or folder you want to place the picture on as an icon. Select the icon of the item in the upper left of the Get Info window, by clicking it.

Then press Command-V (Paste). The picture will be placed as the icon for the item.

Using Mavericks and viewing a JPEG in Preview, when I choose "Export..." from the File menu I get splash screen; in that screen, if I click the "format" pulldown I get several selections, among which is PNG -

I can get to the same place by opening the File menu, then pressing and holding down the Option key. Doing this changes the "Duplicate" item to "Save As..."; selecting that brings up the same splash screen (with the minor change of "Export As" being changed to "Save As").

Thank you Don for this answer. I knew already how to do this. But I want to save a file with different icons. Not just put an icon on a map. I have a little program called: img2icons, which makes an icon when you drop an image (png) on top of it. But when you drop a jpg on it, it doesn't make an icon. It's a pity because I have a lot of nice jpg's I would like to turn into an icon.
