Voice over will not stop even though it is turned off

The voice over will not stop on my shuffle no matter what I am listening to, e.g. Music or audiobooks. How can I get it to stop? VoiceOver is not selected in the settings. It just comes up in random intervals while I am listening to my book to announce my book and then the first playlist.
