my friend has an iphone in the US and im in the philippines can we "imessage" without using cellular data and charges? or could i use it through wifi?

According to Apple and the Phillippines User Group here...
...it should work fine.
If you want to be absolutely sure that you use iMessage only and not your cellular company's text service, turn non-iMessage texting off inside Settings. But as long as both you and your friend have iPhones and you both have iMessage properly set up, there should be no trouble.
iMessage can be used by way of WiFi or 3G. If WiFi is available, it will use that data connection.
