What is a VOIP app ? How can I use that in another country in order not to get charged by my AT&T. Provider in the USA?

Your question isn't very clear. It sounds as if you're asking if you can use a Voice Over IP (VOIP) app to make calls on your AT&T phone when you are abroad so that you don't have to pay roaming charges. You should be aware that you'll have to pay data roaming charges to do that, even if you don't have to pay voice roaming charges unless you use WiFi.
