If you want to boot from an external drive, it must have a boot volume with a version of the Mac OS installed on it which is compatible with the firmware of the computer you are wanting to boot. If the external drive has such a boot volume, you can connect it and use Startup Manager to select its boot volume as your startup disk.

If you have another Mac with FireWire, you can use FireWire Target Disk Mode to access the iBook's hard drive as an external drive on the other computer (or vice versa).
