No on/off switch for bluetooth

Hello. I recently starting having problems with bluetooth on my iPad 2. Bluetooth is currently off, but when I try to turn it on by going to settings -> General - > Bluetooth, the screen comes up but where the on / off switch should be is an activity indicator. This spins continuously and the switch is never displayed (see image). Bluetooth WAS working as I have had it paired with a wireless keyboard with out any problems. I've gone as far as doing a factory restore on the iPad but I still have the same problems. Any ideas?

Turning Bluetooth on and off

Turn Bluetooth off when you're in places where radio communication may be prohibited, such as an airplane or a hospital.

Turn Bluetooth on or off from the Bluetooth status menu in the menu bar.

If the Bluetooth status menu is not available, open Bluetooth Preference and select the "Show Bluetooth status in the menu bar" checkbox.

If you are using an external USB Bluetooth adapter, the Turn Bluetooth Off button may not appear on the Settings pane. If it doesn't, unplug the adapter to turn Bluetooth off. User uploaded file
