If you are runing a restrauant, and really want a way to print the output, a dedicated AirPrint machine would really be the best way to go. No muss no fuss, and no confusion over which printer etc. the hps start well below 100, and I suspect others do as well.

I may have misunderstood your post, but having a customer order, then hit print sounds kind of slick. Your developer can easily add print function to whatever menu app you are asking for.

You are correct about the Airprint printers, however the Restaurants use receipt printers for reception and kitchen, from what I know there are no airprint receipt printers available in the market.

Does the developer need to add printer drivers to the print function within the App, so that the app could recognize the printer? Thx.

No, he will only be able to add a standard print call, which will send it to only an AirPrint printer. If you are locked into the specific receipt printer in a restrauant, you have a problem. But hey, you are doing something new. Remember when fax machines were a big deal? All the take out places went and bought fax machine to print orders.
