imessage fails send as sms urgently

Getting very annoyed with iMessage. I send a message to my wife and it says sending as iMessage, it then fails and then attempts to send as sms message but fails as I've moved from the available cell. If sending a message surely availabilty of the system should be clear on clicking send as it may be an emergency. Had so many instances where I think the message should have been sent.
