If it is for the iPad go to Apps, type Skype and click on it. It will be installed in a flash!

Incidentally, you will not need Skype if you want to contact other persons who have an iPad which has iOS 5 or later, unless FaceTime (as with Skype) is banned in that country! Just use FaceTime. Also, FaceTime only works over wi-fi, not 3G.

Skype for ipad shows up in the app store, but there is no option for download (no + next to free). Why not?

WHy are you looking for + if the name is *Skype for ipad*? Tap on "free" and download it.
