Apps may run for a short time after you go onto a different app. But they eventually turn off. But some apps allow data to be pushed to your iPad and that does use battery power. Also some apps require your location and that uses the battery. These items can be turned off in Settings. Go to Settings and turn off Location Services and Notifications for those apps you really don't need these for.
If you only have a few apps on your iDevice, leaving apps open will not drain battery or make it slower. However if you have quite a few apps, you may want to make sure you dont have too many "suspended" in the background. To "close" an app, double click the home button, this should reveal the multi-tasking bar. Press and hold on one of the icons, and the icons will start to wobble, and a red cirlcle with a "-" inside it will appear. Tap the circle to close the app. This should improve the battery life and speed if you run some rescource heavy apps.

Just got off the phone with Apple regarding apps running in the background. I had to call twice as the first tech did not seem to know much. Both told me that apps run in the background. I told expressed that what their website said was the opposite. I called because my usage today was off. It indicated that I had used the phone for three hours, and I had not used it for more than 45 minutes total. The last tech said the only thing I could do was quit all the apps. This is not supposed to be the case in iOS 5. I am not running any apps that keep running. I had a the AP and L.A. Times apps running, and iBooks.
Save battery
1. Lower brightness
2. Turn off WiFi when not using
3. Turn off 3G when not using
4. Turn off Bluetooth when not using
5. Minimize use of Location Service
6. Turn off push notification
7. Fetch new data less frequently
8. Turn off push mail
9. Auto-check fewer mail account
