Yes, you probably could but it would be an up hill task -- dealing with drivers and whatnot. Apple does not want you to do it and it's a legal grey area. If you're in the UK or EU and could install the OS without altering any of its code the law is more likely to be on your side. (I am not aware of any precedents and buying a mac would likely be a lot cheaper than becoming a test case.) Then again, Apple will never want you to do this.
So the answer is also 'no'.
The licence for OS X specifically states that it can be run on Apple branded hardware only.

Much on the same lines as 'Trespassers Will Be Prosecuted'.
Of course, the Lion software is actually locked into the Apple ecosystem. As far as I'm aware, you have to own a mac before you can get to it.
Ultimately though, if you want to use Lion you'll only get a frustrating experience on anything but a Mac. It's all because Macintosh is the whole kit and caboodle -- it's designed as one entity; software and hardware.
End this conversation. This is the official Apple forum. The answer in this forum will always be "no" to this question. No further debates are appropriate in here.

No. Much on the lines of "I'm a person with honour. If I purchase the software I accept the terms on which it's offered. If I don't accept the terms then I don't purchase the software".
