Decryption key for this profile is not installed.

Can the experts please help me resolve this issue about Over the air configuration profile deployment -

I have a SCEP windows 2008 r2 server set up to enroll self signed certificate but no matter what I keep getting following Decryption key for this profile is not installed error. I am trying to encrypt the configuration profile.

I already have installed my root ca certificate on my iPhone so its trusted.
