one way sync?

hey all,

have a very odd problem. my information is syncing perfectly between my iPad and my iPhone, except for Notes. If i create a new Note on my iPad it add it to my iPhone. If i add a new Note to my iPhone, it doesnt add it to my iPad.

Ive deleted my iCloud accounts, turned off and on settings. Im at a loss. Can anyone help?
