LOST ipad2

i lost my ipad2 almost a month ago. i tryed locating thru icloud , to my avail no LUCK! my ipad was locked with password does any body know if they could have boken my passcode and turn off location so that i could not track my ipad2 , pLEZ some one help. i knoow it says soon as they get on internet i will be notified , i just dont get it its been a month already.
