if i get an I Pad 2 with wifi only can I use my Iphone for mobile internet access by plugging it to my phone and using the Personal hotspot access on my Iphone?

Yes, but it will depend on your carrier and cell phone plan.
Yes. You will need to have that feature added to your phone plan. AT&T, in the us is 20 per month.
Assuming you have Internet access on your computer, it would be a lot less expensive for you to add a wireless Wi-Fi to your setup.
