Converting 59.94 to 29.97

I was given tapes shot at 720p 59.94 and the need to be converted to 29.97. At the suggestion of my superior, I ingested the tapes with a Apple ProRes codec. To be even more specific the final exports need these settings:


Video:


AVC, Main@L3.0, CABAC, 2 ref frames, 1280x720, 29.97 fps, 16:9, 2Kbps, H.264, MPEG-4


Audio:


AAC, L/R Stereo, 48Khz, 128Kbps


I have tried using FCP, After Effects and MPEG Streamclip all with varying results. I have never done frame conversion before and I need to find a good method for converting.


Someone also suggested using compressor? Any help would be greatly appreciated
