No. Siri itself is free. But your carrier may charge you for data use. Therefore if you are on wifi, besides the connection fee, there is no cost.

Siri uses a small amount of data. So, if you pay for internet access by the amount of data you use (WiFi or 3G), you will be charged for your internet usage appropriately.
If your using Siri @ your home just check what data allowence you on your plan. If you have a small plan it may be wise to move up a plan and see your usage, rather than get a bill for going over your data allowence.
If your using a public wifi e.g. McDonalds Siri may not work depending on how many other people are hooked into the same wifi at the time.
