Yesterday, I bought a new 60W Macbook charger. Today, I charged my Macbook and when I turned it on, the keyboard was typing in foreign letters. Restarting didn't help. Why is this happening and what can I do to fix it?

have you checked in system preferences>language and text to make sure your default language of choice is selected?
Please post a screenshot or type here what the asdfg keys produce so we can see what you mean exactly by foreign letters.
I can't becuase I can't login into my laptop, the numbers and letters aren't working properly. Apple advised me to restart the software, select English, which I did. Still nothing.
You are misguiding us, there cannot be any connection between the charger and typing chars. You also did something else, e.g. changed system language and/or default keyboard layout. Or the mac is not yours, and is set to another language.
Or the alt key (aka opt or ⌥) is stuck down or shorting.
Cattus Thraex, you are very rude and unhelpful. I'd appreciate it if you wouldn't insinuate that I took someone else's Macbook. And for the charger, I was simply listing what I had changed or done differently the past day.
Anyways, I contacted Apple, who said to reinstall my Snow Leopard software. Did that last night, my Mac worked again. This morning the keyboard was back to its unusual letters and numbers.
I was not rude at all, I tried to explain you that charger and those strange letters cannot have anything in common, it must be a coincidence. One explanation is that it is set to another language and you do not know that (did not insinuate anything, because it is not relevant whether it is yours or your friend’s or some else’s etc.).
If, after reinstalling the system, it was OK, but later on turned bad again, then noondaywitch may have given the right hint.
Another possibility, also physical, is that battery may have swollen up, and presses the physical keyboard. This reportedly occurs from time to time. The test may be simple. Shut down the computer, and remove battery, wait for some time, and connect charger; then power on. Using a MB without battery is not of course recommended, but for testing purposes for some time cannot hurt too much.
If a system issue, as Apple engineering suggested, and reinstalling over the older system, without erase-and-install, is a total nonsense, because you do not remove the corrupt files, you put new ones over the old, ill ones. If you want to test this thread, i.e. software issue, then backup your data and make a clean installation via erase-and-install, i.e. erasing disk first, so that you have a virgin new system.
