FaceTime can be done when both parties are connected to an available wi-fi network. FaceTime calls are not done via the cellular network and if this were supported, it would not be minutes used. It would be data.
Facetime is carried by WiFi and the internet, not the cell carrier. There is no cost, unless your ISP doesn't provide unlimited data and you have to pay data charges for your home (or hotel) internet.
If and when FaceTime is available on 3G, you may have to pay for data overage. However, it never is charged by the minute.

I pay $45 a month for Internet.
Assumes a 30 day month, the fact I pay for Internet for the whole month with 24/7 access.
