Q: is there update for os x 10.4.11

10.4.11 was a great OS but Apple have not updated it since shortly after 10.5 was released. But you should be able to reset the language with your existing software.

Go to System Preferences > International and see what is set. If English is not at the top of the list, drag it there. That should make English the primary language.

If the computer was once displaying English and you or someone else has not changed that setting, it soumds like you had the eMac unplugged from the wall for an extended period and the PRAM battery died. PRAM stores initial system and user settings that are lost once the PRAM battery runs down. When the computer is off but plugged in, the battery does not have to work--a bit of current is bypassed around the power supply to hold settings. The battery is there to hold settings during short periods off wall power, like for maintenance or moving offices.
