If you are trying to use airplay then make sure it is enabled in the Apple TV settings. iPad needs to then be on the same network, and when using a compatible app you will see the airplay icon (rectangle with triangle in the centre) where you can select ATV.
If you are trying to mirror, see above. Also, make sure you are using the latest firmware. Then double tap home button, swipe from left to right, select the airplay icon then ATV and toggle ON mirroring.
