I don't think you'll find too many people here who've bought MBPs in both countries to compare prices.
Anyway, the first consideration is whether or not you need an Arabic keyboard. Easy to get in UAE, not so easy in Canada.
The second is that you're emigrating to Canada (I assume that's what "for good" means). It's usually easier to deal with possible complications if you service it in the country where you buy it. That's not to say that the warranty purchased in UAE is not going to be valid in Canada, just that handling the whole thing is going to easier.
The third consideration is what your status is going to be in Canada, and whether or not you can travel without complications to the US -- because, pricewise, the best option might be to purchase it in the States.
As to prices, you can compare them online. Remember that in Canada you have to add to the price applicable taxes, which vary by province.
