Can you purchase apps from the mac app store in India?
I believe that you cannot make purchases from iTunes in India. What about the iOS and Mac app stores?
India has developer programs, so I am aware that you can submit apps from India. But even to purchase the developer program membership, you must do it over fax as there is no apple online store.

However, you can only purchase media using a credit or debit card associated with the same country where you reside.

I don't think so - if you look at products affected, it refers to "iTunes Store".
But if you visit: http://support.apple.com/kb/HT4461 , you will see that the products affected are "Mac App Store".
