Did you plug it in to the wall? Do you see any colored lights on the front? If so, what color?
What are you trying to do with it? Set it up as to "Create a wireless network" ?
or something else?

The Airport Express works in the US. I used it just before I left for Japan. Most of Japan still uses ethernet cables and hard wire your PC for internet connections. I am using an iPad2 now and wanted wireless network.
I plugged the Airport Express into the outlet, 100v 60hz. Initially a Green Light came on, then turned to Yellow.
I plugged the LAN connection into the AP EX and the Yellow light maintained. I tried the following:
1. disconnect/reconnect the LAN line.
2. unplugged the AP EX from the outlet (with the LAN connection) and then reconnected the electricity.
The Yellow indicator light stayed on and the AP EX would not broadcast.
Any thoughts or suggestions will be appreciated.

I would reset the device and start from scratch...
Plug the ethernet cable in from you provider and follow these instructions from Apple.

Japan also uses channels 12-14. Also a number of 5 GHz channels used in the US are not available in Japan. (ref: Wikipedia: List of WLAN channels)
