There is an iPhone for $0.
It's the iPhone 3GS, which is zero dollars with a 2-year contract.

Note that "From $0" appears under the iPhone header in the store, but this is iPhones in general and not an unlocked 4S.

Expanding on what SteveJobsFan said, cell carriers often subsidize part or all of the price of a cell phone when you sign a contract, usually two years, with the carrier. In the case of cellphones that are relatively inexpensive, the carrier often subsidizes the entire cost of the phone, and that's the case with the iPhone 3GS. So it indeed has a cost of $0 up front; you pay for the phone during the life of your contract with the cell carrier. That's also why you see iPhone 4 models at $99 and iPhone 4S from $199.
