iMessage text message problem...?

Can someone explain why when I send my sister in law a text message with my iPhone 4s she receives it on her iPhone 4s but when she texts me back it never comes to me until I go to my settings and turn on wifi and my cellular data. I keep both wifi and cellular data off at work to conserve battery but I'm coming across these issues.
