iphone 3gs no wifi and no service

i have 3gs 16 gb ios 5.0.1 but last week my iphone no wifi and no service,always restart, i already change the battery but still restart

my friend said that must be change the nor flash,because trouble.

it is true if i fix or change nor flash my iphone will be SU from FU?

Basics from the user guide are restart, reset, restore from backup, restore as new device. Have ALL these been attempted?

i already try to restore as new device,but the trouble still come.

if i change or fix nor flash it will be change my phone from FU to SU? its that correct?
