Downloading Mac apps on Windows computers

The special education staff at my sons school is asking me how to purchase a $200 mac app to put on their windows computer. I told them they need to download a free application of Itunes according to their windows os, and then they can sync the purchased app to an ipad on their computer. Is that correct?

I have the MAC app, the Ipad and of course the MAC computer for my son, but I'm just trying to help someone who doesn't realize Apple is where it's at.

Thanks for any help, Tracy

The second link looks more helpful than the first.

Writing them may be valuable.

Also, if you feel your son needs to use the Mac version, they do have to buy your son a mac that he can use in school if indicated by his IEP.
