Not enough money to pay off iTunes App

So today I bought a game app. but I just noticed I didn't have enough money on the debit card. Would like Apple send you a bill to your address? Or can I like pay that 0.99 cent by adding a different credit/debit card or buying a itunes gift card, if so, how do I do it?? Also, would there be extra fees or anything? I know the game is only 0.99 cent and thats really nothing but I would hate having a bill for something that cost this little. I'm using a Vanilla Visa Debit Card by the way.

If you're putting in a new credit/debit card, yes, you edit the card info.

I just changed the card info and it took away $1.08 from my debit card and its 'pending' what does that mean?

Also, do I still get a bill sent to me?

This is an authorization fee to check that the card number and security code are valid. This gets returned back to you in approximately two - three weeks.

It simply means the transaction has not yet completed through the banking system.

Also, do I still get a bill sent to me?

iTunes does not send bills. You will get a receipt.
