I'm running Windows 7 64-bit. Home Sharing will work for a while accessing my iTunes library via my iPhone but then disappears after 20 minutes to an hour. If I restart iTunes, it comes back. My computer is set to never sleep and I can still access everything over my network from another computer. Is there a fix for this?

There could be a few reasons for this. Is your computer connected to your Internet Service Providers modem/router by ethernet or wifi? It sounds like wifi only because others have had their Home Sharing drop anywhere between 5 minutes to an hour when the computer's lease for DHCP gets renewed. You can try first by setting the lease renew time for 24 hours or 1 week in your router settings and see if that helps.
I have an identical problem. All pieces are wired to the same network so no wireless nothing, but iTunes on Windows 63-bit machine becomes invisible to AppleTV and the other Mac after a while.
iTunes on Windows machine though seems to work fine. If I restart iTunes, it comes back on the Home sharing screen as well.
I've been having a similar problem for some time with Vista. The only solution seems to be resetting the router and restarting my computer. My question is why???? Why can't iTunes maintain the connection? Resetting everything everytime is not what I call a "good" solution.

Using wired computer, wired appleTV2, wireless iphone 4s.
Homesharing drops out at a random point poss 2 mins into a film or sometimes 10 seconds into a music track.
Using wndows 7 32bit
APPLE if you are listening - THIS IS VERY VERY FRUSTRATING
Same here with Windows 7 64-bit sharing to IPad over WiFi. After some time sharing is just gone on IPad. Just a restart of iTunes on the Windows machine brings the share back. Pretty annoying.
