Unless someone has moved it, you should be able to navigate to it using
the Finder > Go > Applications menu command.
Reinstalling Tiger (OS X 10.4) will automatically put iChat in the correct location. However, if you want to reinstall ONLY iChat, the process is discussed at http://discussions.apple.com/thread/1486891
To avoid possible problems that might occur due to other previous "modifications" the previous owner(s) may have made, I would zero the Mac's hard drive and do a clean install of Tiger before I installed anything else. Use the Disk Utility on the OS X
install DVD that came with the Mac to securely erase the disk with one write of zeros before you install Tiger. When finished with the erase and install, use the
Mac's Software Update... to apply all needed updates before adding any other software.
