"If you want to address a group of people in an email instead of entering all their email addresses, create a group. From the File menu, choose New Group and enter a name for the group. Select the All Contacts group, to view all of your contacts. Then drag names from the contact list onto your new group in the group list."
What this doesn't solve, however, is which email address is used. For example, if each of the contacts that are dragged into the new group contain a home and work email address, Mail.app seems to randomly pick which email address is used when you send email to the group.
How do you tell the group to only use the work address?
Figured it out:
1. Select the group whose addresses you want to manage.
2. From the Address book menu, select Edit->Edit Distribution List...
3. Select the address or phone number you want to use for each member who has more than one email or street address, or phone number.

If members of a group have multiple addresses (email or street) or phone numbers, you can select which address or phone number to use when sending a message to that group or when printing contact information. You can manage addresses for individual members of the group, or choose a type of address to use for all members of the group.
The "Edit Distribution List" menu item is always grayed out. I can select any Group in Address Book (not a Smart Group) with the same result.
lkaufman, you will have to add On My Mac to Address Book by going into Address Book > Preferences > General and make the default account On My Mac, and then copy one of the groups you have in iCloud and save it to On My Mac. For some reason, this must be done before the distribution list will work. You can then save iCloud as your default account in Address Book > Preferences > General, but you will need to keep On My Mac, so don't delete all of the contacts. I recommend creating a contact under On My Mac that you won't need to ever reference and leave it there, so that you don't have duplicates under All Contacts for the computer.
