Every time I go to download a free app or buy an app it tells me to verify payment and then it says PayPal not recognize.. I just want to put in a credit card.. How can I do this and why is it giving me such a problem

Assuming that 'credit measure' means credit card : Change or remove your Apple ID payment information - Apple Support

Go to itunes main page bottom of page click on apple ID go to manage payments
Change/ add credit / debit card .
