you'll have to use a third-party program to gain this functionality. here's one option (https://github.com/rs/SafariTabSwitching) though i haven't tried it myself. another option would be to bind applescripts to something like quicksilver or fastscripts.
if you wish to eliminate the modifier key altogether then you could try http://sites.google.com/site/solushex/keystroke.

I don't know how to use something like applescript and quicksilver. I went to the SafariTabSwitching but I don't know where to download. Clicking on random stuff doesn't do anything. There's a maize of files.
