My iphone 4s camera flash stays on even when I try to turn the whole phone off. Does anyone have a clue regarding what is going on and how to fix/ reset the camera's flash?

Basic troubleshooting from the User's Guide is reset, restart, restore. Has any of this been tried?
I am currently having the same problem as you (Iphone 4) the flash lit by itself and it is always on. I tried to switch it off, to do an update, drain the battery but in vain the flash do not close even if the phone is off or the battery is down. My phone is in perfect condition, didnt suffered no water damage. But the rest works perfectly fine.
