It looks like you are using the Apple Mouse {wired} and NOT the Apple Magic Mouse {wireless}

This occurs most frequently from a conflict with a 3rd party software called USB overdrive.
Uninstall USB overdrive using the uninstaller supplied with it. It should be in the apps directory or the Utilities subfolder of the apps directory.
After you uninstall, you might need to restart. The proper System Preference screen should then appear.
