The GSM section of the CDMA phone can be unlocked for travelling outside your home carrier area, but the CDMA section has to be activated only with Sprint or Verizon USA. So far neither Sprint or Verizon will unlock the GSM section, and all roaming is billed by them.

If a store is selling CDMA phones outside the USA, they are certainly hacked, warranty void, and subject to re-locking and random failure.
