Why does find my iPhone display a red dot (cannot locate) even though it is on, the app is loaded and turned on, and the phone's location services is on and it is connected by both wifi and data?

Downloading the app does not allow your iPhone to be found. The service has to be enabled in Settings > iCloud > Find my iPhone.
If the setting is enabled, try turning off WiFi. Can it locate it if it is ONLY on the cellular network?
As steve said. Find My iPhone app is for finding someone's iPhone/device. IOS 5 has Find My iPhone built-in.
It is enabled.
I already tried this as well. I am really stumped. It was working after initially installing ios5. It is working on my children's ipods (4th gen) which have also been updated to ios5. maybe another clue: the iMessage and FaceTime show "waiting for activation" in settings. connected????

In addition to these issues, why would my phone sometimes display a red dot if all of the settings are correct and on. I know that sometimes when I look for a device a red dot will appear, but then when I try again it will indicate green. Are there certain conditions that will cause a phone to indicate red?
Find my iPhone searches for devices for 20 seconds. If a device is still not found after that time it shows as offline. Sometimes it takes longer than that time, which is why sometimes it will appear only after refreshing.

Did you try removing the device and adding it back to iCloud?
Yes, Switch OFF and then ON Find My ihone in Settings > iCloud > Find My iPhone.
