pre-order book is paused in library unable to download it on iPad.

I was so excited for the release date to arrive, the book appears in my library and shows "Paused." I go to the Store, selected Purchased Items, Click Download and receive the message "You've alread purchased this item. To download it, go to Purchases and tap Download." That's what I did, and it is a vicious cycle. I have tried deleting the book from the library and starting over, and same result. I have received the iTunes receipt showing I was charged for the purchase. I am able to download it on iPhone, but not iPad.
