What does this have to do with iPhones in the Enterprise (e.g. a Corporate environment)?

What is the actual issue that is occurring?

All iPhone4's are capable of being updated to the current version of iOS.

So what? The device was replaced by Apple at some point for some reason... would you prefer to have a damaged/defective device?

Plug the device into iTunes, update the iOS. If it is officially unlocked it will remain unlocked. If it is unofficially unlocked, it will relock to the carrier that put the lock on the device. At that point, it's up to the carrier to unlock it.

Apple cannot and will not do anything for you. There is no issue at this point.

If the device was sold as unlocked and turns out to be locked, that is an issue to tack up with the seller of the device.
