My bluetooth wont go "on"

You can't sync using Bluetooth, if that's what you're trying to do.

If iPhone has IOS 5, you can sync using WiFi but as wjosten said not with BT.

I think the previous posters are missing the point. You should definitely be able to switch Bluetooth to "On" in Settings > General > Bluetooth. Now they are correct that your functionality is limited to what the phone can do, but you should be able to pair it with a headset or car stereo. If you can't switch Bluetooth on, try powering the phone off and on, and if necessary reset all settings in Settings > General > Reset > Reset all settings.

It should connect to your headset or your car. Are you pairing it first? This is necessary before it can be connected.

If you can't actually turn BlueTooth on in Settings that is a different problem. If that's the case see this: http://support.apple.com/kb/TS1559
